Jack Mann is a retired Air Force officer and has been married to Diane for almost 25 years. He has three grandchildren, who live in the Austin area. He admits his best friend may look like a dog, but says “I know better. You can see from looking into his eyes that he is not really a dog, but you can understand how he fools everybody". Jack enjoys walks with C.T., his “best friend,” and managing his fan club.

While some work his team does is classified, Jack Mann and his company have no secrets concerning distance learning solutions

A five-year member of Texas Distance Learning Association, Jack is an associate with Booz Allen  Hamilton, Management and Technology Consultants to the World. Booz Allen Hamilton  customizes training inclusive of an organizational plan, economic conditions, and technology that sets the pace.

“The company I work for develops learning solutions for the Federal Government, especially the Department of Defense, and many of the Fortune 500 companies.” Jack said.

To design a distance learning program, Booz Allen Hamilton begins with strategies for creating content, designing delivery, and evaluating the learning that leads to performance results. According to the Booz Allen Hamilton web site: “When designing the learning offering, we consider learning tasks, learner preferences, content hierarchy and organizational media selection, usability, and evaluation requirements.”

A few of the techniques utilized by Booz Allen Hamilton include evaluation of e-learning from learner feedback, achievement of course objectives, and impact on an organization’s performance.

“In the end, our goal is to ensure that the solution we design matches the technological, cultural, and strategic characteristics in your learner community,” states the company web site.

Distance learning is a significant aspect of public education and institutions of higher learning. Although contracted to the government, Jack realizes few schools do not have the financial resources to hire professional consultants.

“Given that, I think that the State could benefit from having consultants look at the problem of how best to deal with disruptive students that force teachers to deal with behavior problems rather than actually teaching,” Jack said.

While Jack may be obligated to keep quiet about some of the training solutions he has helped to develop, he does say that distance learning is “very easy” to implement “if one has the aptitude and desire.”
